How to convert phenobarbital to sodium phenobarbital?

phenobarbital is soluble in alcohol. to make it soluble in water it has to be converted to sodium phenobarbital. is it possible to make this by adding phenobarbital powder to sodium carbonate solution and if so what is the proportion of sodium carbonate and water.
