Is there any way to padlock a household Washing Machine to prevent tenants using it for free?

Does she plan on using it herself? If not, just remove the hoses from the machine. Otherwise, I think you could contact cement or super glue to glue a metal hasp to the machine, and use the padlock as you've suggested. My guess is that the attendants would leave it alone since forcing a lock is vandalism.
