I have a question for Ebayers?

I've been reading some reviews about buyers from Nigeria and nothing is good about them. I put on my item description "NO over seas buyers", this person from Nigeria buys it anyway, what can i do to keep from paying Ebay's fee, if this guy is a scam i don't want to be penalized for it, its not my fault because i specifically said no over seas buyers
