How can we break the chains of social dogma and the traditional philosophies that hold us captive?

What sequence of events and influences would establish a social institution designed to provide the greatest freedoms, rights and potential for self-expression previously unknown in human history. To foster an atmosphere in which the personal beliefs of another would not inhibit the rights of anyone. An institution that would disenfranchise no one and make no one the social,economic, legislative or doctrinal subset of any other?
